At least 50 civilians killed in April by Malian army, foreign troops: UN

At least 50 civilians were killed during a military operation conducted by Mali's army and foreign troops on April 19, the United Nations has said in a report. The alleged April massacre took place on market day in Hombori municipality, in the central region of Douentza, after a Mali military convoy hit an improvised explosive device, the UN report said on Wednesday. The massacre victims included a woman and a child, the UN's peacekeeping mission MINUSMA said in the quarterly report on human rights violations in the violence-hit West African country. It did not specify the nationality of the foreign military personnel accompanying local troops. Some 500 people were briefly detained during the military operation prompted by the explosion, but most were later freed. Days later, a single Malian soldier allegedly executed 20 of the 27 civilians still held at the military camp in Hombori, according to the UN. Mali's military spokesperson did not immediately respond to a request for comment. Authorities have previously denied accusations that soldiers tortured civilians held in Hombori, the report said. Mali's military government, which took power in a 2020 coup, has been battling armed groups with the help of private military contractors belonging to Russia's Wagner group. MINUSMA's Tuesday report documented 317 civilian deaths between April 1 and June 30, 42 percent lower than the 543 registered during the first quarter of 2022. While armed groups carry out most of the abuses, Malian defence and security forces were responsible for just over a quarter of violent acts against civilians recorded during that period, according to the report. Mali's military has in some cases acknowledged its forces were implicated in executions and other abuses. But few soldiers have faced criminal charges. Authorities have banned UN investigators from a site where Malian troops and suspected Russian fighters allegedly executed around 300 civilian men during a military operation in March. Both Mali and Russia have previously said the Wagner group is not made of mercenaries but trainers helping local troops with equipment bought from Russia. 9 Pak Army soldiers martyred in AJK road accident: ISPR

At least nine soldiers of the Pakistan Army were martyred and four others suffered injuries after their vehicle plunged into a nullah in Azad Jammu and Kashmir’s (AJK) Bagh district in the wee hours of Sunday, said Inter-Services Public Relations (ISPR) in a statement. According to a press release from the military’s media wing, the incident happened in Bagh district’s Shujaabad while the soldiers were on routine military duty. It added that the injured were moved to Combined Military Hospital (CMH) Rawalpindi while funeral prayers for the martyrs were offered at Mangla garrison. The press release said Rawalpindi Corps Commander Lieutenant General Sahir Shamshad Mirza and other military officials attended the funeral prayers. The ISPR said the bodies will be sent back to their hometowns and buried with full military honours. AJK Prime Minister Sardar Tanveer Ilyas expressed profound grief and sorrow over the tragic accident. “Army soldiers met this tragic accident in the line of their duty in the most difficult and rough terrains — a duty that makes us feel safe and secure in our homes. May Allah accept their martyrdom and grant speedy recovery to their injured colleagues. My condolences to the bereaved families and Pakistan Army,” he tweeted.

Russians, Ukrainian Arrested Trying to Enter Albanian Army Plant

Two Albanian soldiers were injured while trying to stop two Russians and a Ukrainian national from entering a military plant, the country's defense ministry said late Saturday evening. One of the suspects allegedly attacked the guards while trying to take photographs of the Gramsh factory in central Albania, which is used for dismantling derelict weapons, the ministry said in a statement. "In an attempt to escape control, one of the Russian nationals, identified by the initials M.Z., 24, used neuroparalyzing spray on the two security guards," the ministry added. Two other suspects — a Russian citizen identified as S.T., 33, and Ukrainian national F.A., 25 — were also arrested near the factory. The two injured Albanian soldiers were taken to a Tirana hospital after sustaining eye injuries, statement said. Albanian Prime Minister Edi Rama said the three individuals were "suspected of espionage." The military police, alonside intelligence and anti-terrorism agencies, rushed to the scene to investigate the incident. Albania has been a NATO member since 2009.

Army helicopter with six on board goes missing: ISPR


A Pakistan Army aviation helicopter en route from Quetta to Karachi with important personalities aboard has gone missing on Monday, the Inter-Services Public Relations (ISPR) confirmed in a tweet.

Taking to Twitter, the military's media wing said that the aviation helicopter was on a flood relief operation in Lasbela, Balochistan when it lost contact with air traffic control (ATC).

"Six individuals were on board, including Commander 12 Corps who was supervising flood relief operations in Balochistan," the tweet said, adding that a search operation is underway.

According to details available with Geo News, Corp Commander Quetta Lieutenant General Sarfaraz Ali, who was supervising the flood relief operations in the province, was also on board.

Per the details aired by Geo News, Major Syed was the pilot while Major Talha was the co-pilot of the helicopter. The Director-General of Coast Guards Brigadier Amjad, Engineer Brigadier Khalid, and chief naik Mudassir were also onboard.

The civil authorities and the Pakistan Army are currently busy with relief programmes in the province as the heavy rain spell has wreaked havoc there, claiming 147 lives.

Following the incident, the district administration said that a helicopter crashed in the vicinity of the Sassi Punnu Shrine, located near the Windar area, however, the ISPR is yet to confirm whether it was the same helicopter.

Local residents say that the helicopter was seen flying low after which it disappeared. Meanwhile, it was reported that the incident took place minutes before sunset (Maghrib prayers).

Deputy Inspector-General Khuzdar Pervez Imrani said that local police teams are also trying to find the helicopter. The area consists of mountain ranges which are creating difficulties in the search operation.

He further said that despite the difficulties caused by the terrain, police teams are trying to search the helicopter on motorcycles as well. A joint rescue operation of police and Frontier Corps has been underway for the last five hours.

Expressing concern over the disappearance of the helicopter, Prime Minister Shehbaz Sharif tweeted: "The disappearance of Army Aviation helicopter from Balochistan is alarming. The entire nation prays to Allah Almighty for the safety, security, and return of these sons of the country who came out to help the flood victims. Insha Allah."

PTI Chairman and former prime minister Imran Khan also expressed his concern and prayed for the missing.

 

"Disturbing news of army aviation helicopter missing and praying for all those on board," he tweeted.

A Pakistani army helicopter flying in a rescue and relief mission in the country's flood-stricken southwest has lost contact with a regional control tower and was missing, the military said.

The military said on Monday a search was under way for the aircraft, without saying whether it had crashed. 

The regional commander on board, Lt. Gen. Sarfraz Ali, was supervising relief operations in the flood-affected southwest.

The development came hours after authorities said flash floods triggered by heavy monsoon rains have killed 140 more people over the past week. 

The fatalities raised the overall death toll from rain-related incidents since June to 478 in Pakistan.

Rescue workers backed by the military have evacuated thousands of marooned people, including women and children, from the southwestern Balochistan province, in the northwest and elsewhere since last week, when the government deployed helicopters to expand ongoing relief and rescue operations.

Deluges have completely destroyed or damaged nearly 37,000 homes in the flood-hit areas since June 14, according to a report released by the National Disaster and Management Authority.

On Monday, Prime Minister Shahbaz Sharif visited Balochistan, and in a televised speech promised financial support to those who have lost their homes in the floods. 

More rains are expected this week in Pakistan, where the monsoon season runs from July through September.

FO confirms Army chief's contact with US deputy state secretary


The Foreign Office (FO) on Friday confirmed that there has been contact between Chief of Army Staff General Qamar Javed Bajwa and US Deputy Secretary of State Wendy Sherman.

At a weekly briefing today, after confirming Gen Bajwa’s contact with the US official, Spokesperson Asim Iftikhar Ahmad said that the FO wasn’t aware if the two officials talked about the economy.

“Our understanding is that ISPR (Inter-Services Public Relations) will be able to comment on it,” he added.

The FO’s statement comes amid reports that the COAS reached out to Washington requesting help in securing an early loan dispersal from the International Monetary Fund (IMF).

According to a report published in Nikkei, Gen Bajwa spoke on the phone with Sherman earlier today.

“The sources, who requested anonymity because they were not authorized to speak publicly, said Bajwa made an appeal for the White House and Treasury Department to push the IMF to immediately supply nearly $1.2 billion that Pakistan is due to receive under a resumed loan program,” it stated.

Pakistan has been mired in economic turmoil with depreciating rupee, sky-rocketing inflation and a spiralling energy crisis, and officials hope the revival of the IMF programme will help bring stability to the country.

Last month, the Fund confirmed it had reached a staff-level agreement with Pakistan on the combined seventh and eighth reviews for a $6 billion loan facility, a development that paves the way for the release of the much-awaited $1.17bn.

However, the tranche will only be released after an executive-level agreement, which has been delayed till late-August.

RAWALPINDI: A Pakistan Army soldier embraced martyrdom during an intense exchange of fire between the troops and terrorists in district Dera Ismail Khan’s Daraban Tehsil on Saturday, July 23, the Inter-Services Public Relations (ISPR) said in a  statement on Sunday.

The military’s media wing added that the troops effectively engaged the terrorist’s location. However, the 31-year-old resident of Lakki Marwat Lance Naik Mujeeb Ur Rehman fought gallantly and embraced martyrdom.

The ISPR stated that the military is determined to sanitise the area to ‘eliminate any terrorists’.
