Diamond Harbour is now the only town with no incidents of patients going missing from hospitals, while Murshidabad, East Medinipur, Nadia, Maldah and North Dinajpur are five districts where the number of such patients has increased

Diamond Harbour town of West Bengal’s South 24 Parganas district now has zero patients in the missing category, a report of the health department said.

Diamond Harbour is now the only town with no incidents of patients going missing from hospitals, while Murshidabad, East Medinipur, Nadia, Maldah and North Dinajpur are five districts where the number of such patients has increased.

During Covid times, Diamond Harbour became a model as increased testing brought down the positivity rate. When the situation in West Bengal was grim during the Covid, Diamond Harbour upped testing and even started mobile testing, bringing the positivity rate down from a 20 per cent to 6 per cent.

Sources in Diamond Harbour say that MP Abhishek Banerjee puts special emphasis on everything in this constitution and he is very particular in getting results. His motto is planning, monitoring, meeting and implementing work, said one local party leader.

The local police headquarters there is also said to be a class apart with all modern equipment.

More Ukraine Grain Sets Sail as New Strike Hits Nuclear Site

Four more ships loaded with grain set off from Ukrainian ports on Sunday, as Moscow and Kyiv blamed each other for a new strike at a Russian-occupied nuclear plant. 

Amnesty International, meanwhile, said it deeply regretted the "distress and anger" caused after it alleged Ukrainian forces were flouting international law by exposing civilians to Russian fire. But it stands by its controversial report.

Kyiv's infrastructure ministry wrote on Telegram that a second convoy of Ukrainian supplies had just left, three from Chornomorsk and one from Odesa.

The Mustafa Necati, the Star Helena, the Glory and the Riva Wind were carrying "around 170,000 tons of agriculture-related merchandise," it said.

Moscow and Kyiv traded accusations Sunday over who bombed the Zaporizhzhia nuclear site in southern Ukraine.

Europe's largest atomic power complex has been under Russian control since the early days of the Feb. 24 invasion.

And as Ukraine President Volodymyr Zelensky welcomed U.S. actress Jessica Chastain to Ukraine, Moscow celebrated the re-election of a former senior Russian politician to the world body governing chess.

'Very real risk'

Recent fighting at the plant has prompted UN's nuclear watchdog, the International Atomic Energy Agency (IAEA) to warn of "the very real risk of a nuclear disaster."

Russia's occupying authorities in the town of Enerhodar, where the plant is located, said the Ukrainian army overnight "carried out a strike with a cluster bomb fired from an Uragan multiple rocket launcher."

The projectiles fell "within 400 meters of a working reactor" and in a "zone storing used nuclear fuel," Russia's state news agency TASS reported.

Ukraine's state nuclear energy company Enerhoatom however said the "Russian occupiers once again fired rockets" at the nuclear power plant in its host town, Enerhodar. One worker there had been hospitalized with shrapnel wounds, it added.

AFP was not able to confirm the allegations from an independent source.

On Saturday, Enerhoatom had already said parts of the facility had been "seriously damaged" by military strikes the previous day, forcing the shutdown of one of its reactors. 

IAEA chief Rafael Grossi warned Saturday: "Any military firepower directed at or from the facility would amount to playing with fire, with potentially catastrophic consequences."

Zelensky in his nightly address Sunday, called for a "principled response" from the international community.

Evoking the possibility that the plant was hit causing the release of a toxic cloud, he added: No-one will stop the wind that will spread the radioactive contamination."

Amnesty's regret

Amnesty International sparked outrage in Ukraine with a report Thursday accusing the military of endangering civilians by establishing bases in schools and hospitals, and launching counter-attacks from heavily populated areas.

The head of their Ukraine bureau resigned over the report, accusing Amnesty of becoming "a tool of Russian propaganda."

On Sunday, the rights group said that while it stood by its finding, "nothing we documented Ukrainian forces doing in any way justifies Russian violations."

The renewed shipments of Ukrainian grain to help ease global food shortages and bring down prices nevertheless offer a small glimmer of hope as the war enters its sixth month.

Ukraine, one of the world's largest grain exporters, had been forced to halt almost all deliveries in the wake of Russia's invasion.

That sent global food prices soaring, making imports prohibitively expensive for some of the world's poorest nations.

A bulk carrier arrived in Chornomorsk on Saturday to be loaded with grain for the first time since Moscow's invasion.

The departure Sunday of the four other vessels follows several others last week under a deal brokered with the help of Turkey.

'Sign of hope'

In Rome on Sunday, Pope Francis welcomed the resumption of grain exports as "a sign of hope" that showed dialogue was possible to end the war. 

"I sincerely hope that, following this path, we can put an end to the fighting and arrive at a just and lasting peace."

Ukraine President Volodymyr Zelensky posted pictures on Telegram on Sunday of a meeting with Oscar-winning actress Jessica Chastain.

Underlining the value of visits from famous people, he wrote: "Thanks to this, the world will hear, know and understand the truth about what is happening in our country even more."

Earlier Sunday, Moscow celebrated a diplomatic victory of its own with the re-election of Russia's Arkady Dvorkovich to the helm of the international chess body FIDE.

Dvorkovich, a former deputy premier under Russian President Vladimir Putin, comfortably saw off a challenge from Ukrainian grandmaster Andrii Baryshpolets who had accused him of being part of Moscow's "war machine."

Kremlin spokesman Dmitry Peskov called it "clearly very good news and a very significant victory," Russia's TASS news agency reported.

PM Shehbaz Sharif sets up flood relief fund, asks people to donate

ISLAMABAD: Prime Minister Shehbaz Sharif has setup a flood relief fund for those affected from heavy rainfall and floods in the country and asked philanthropists and general public to donate for the cause, ARY NEWS reported.

The prime minister said that above normal rainfall has led to a disaster in Balochistan while losses were witnessed in Sindh, Punjab and Khyber Pakhtunkhwa (KP) provinces.

“Despite tough economic conditions, the government has released Rs5 billion for the flood affectees,” he said and asked philanthropists to come forward and help government in rebuilding the structures of those affected in the disaster.

PM Shehbaz Sharif also directed the provincial governments to declare the affected areas as calamity-hit so that relief work could be expedited in those areas.

The funds for the flood affectees could be transferred to account number G-12164 of Prime Minister Relief Fund 2022.

It is pertinent to mention here that the prime minister has already announced to impose emergency in areas hit by severe monsoon rains and floods, and ordered the finance ministry to issue Rs 5 billion to National Disaster Management Authority (NDMA)for rescue and relief programs.

According to a statement issued by the Prime Minister’s House, a state of emergency has been imposed in areas severely hit by floods and rains.

Additionally, the PM has ordered to form a joint committee of NDMA and PDMA to commence rescue and rehabilitation programs for the flood-affected people.

The PM said ordered the Finance Ministry to issue Rs 5 billion for the rescue and relief programs, saying the programs are their utmost priority. We will have to think about the people in distress over our political conflicts, the PM added.

The committee formed by PM includes Ahsan Iqbal, Asad Mehmood, Abdul Wasay, Murtaza Javed, Qamar Zaman Kaira, Chairman NDMA and Secretary communications. The committee would hold its inaugural session today and formulate a coordination policy.

The PM added that they need to formulate a short-term and a long-term strategy to overcome the situation. The provincial government have been ordered to submit reports to the federal government by the PM.

SC Sets Aside Bail Condition Imposed on Azam Khan, Says Disturbed About New Trend

The Supreme Court Friday set aside a condition imposed by the Allahabad High Court while granting bail to Samajwadi Party MLA Azam Khan and said it is “disturbed” about the new trend where courts are referring to matters which are “unrelated” to the consideration of bail pleas. The apex court set aside the condition imposed by the high court which had directed the District Magistrate of Rampur in Uttar Pradesh to take possession of land attached to the Jauhar University campus in Uttar Pradesh.

Observing that it is becoming a “pattern now,” that unrelated matters are taken into consideration while dealing with bail pleas, a bench of Justices A M Khanwilkar and J B Pardiwala said the courts must confine it to the applicant and the case before it. “We are getting such order repeatedly. Only two days back, we had the occasion to set aside similar order,” the bench observed.

“It is becoming a pattern now. In bail and anticipatory bail, you confine it to the bail applicant and the case before you. How can other matters be relevant? This is a new feature which we are noticing from different orders,” it observed. While setting aside the bail condition imposed by the high court directing the District Magistrate to take possession of the land, the apex court retained the other conditions which were relevant for the grant of bail to Khan, who is the Chancellor of Mohammad Ali Jauhar University.

“This is yet another matter where we find that the high court has referred to matters which are unrelated to the consideration of prayer for bail relating to the crime registered against the concerned accused,” the bench said. It noted that Additional Solicitor General (ASG) S V Raju, appearing for the state, has urged the court to impose additional conditions that Khan be directed to refrain from entering Rampur district during the bail period. “We are not impressed by this submission,” the bench said.

During the arguments, the ASG urged the bench to impose a condition that Khan should not enter Rampur district for at least six months as the witnesses are there and he is a very influential person. The apex court said the authorities, acting upon the observations made in the high court judgement, had initiated action including sealing of certain premises as noted in a May 18 communication.

“All actions taken by the revenue authorities or state authorities in reference to the observations made in the impugned bail order dated May 10, 2022, be deemed to have been effaced from the record,” it said. However, the bench said it would not preclude the competent authority to initiate action independently based on other tangible material, information/documents, or evidence available to initiate action under the concerned legislation, including in respect of the management and properties of the university.

“In terms of these observations, we direct the joint magistrate/deputy district magistrate to take immediate steps for unsealing the property referred to in the communication dated May 18, 2022,” the bench said. It observed that the high court, having noted the stand taken by the applicant before it, ought to have dealt with only those aspects of the matter and not ventured into issues that were completely unrelated to the consideration of prayer for bail.

The bench, while retaining the other conditions imposed by the high court, observed that these conditions shall operate during the bail period and Khan must adhere to them. “Mr. ASG we should tell you that we are disturbed about this trend,” the bench orally observed. The top court disposed of the pleas, including the appeal filed by Khan against the May 10 order of the high court.

During the hearing, senior advocate Kapil Sibal, appearing for Khan, referred to the condition imposed by the high court directing the District Magistrate to take possession of the land and said the apex court had on May 27 stayed it. The ASG said Khan should not be granted bail as there are allegations of encroachment upon government land. The bench said the state has not challenged the grant of bail to Khan.

“You are making half-hearted attempts,” the bench observed, adding, “We will set aside this part of the order.” On May 27, a vacation bench of the top court stayed the high court’s bail condition imposed on Khan directing the District Magistrate to take possession of the land attached to the Jauhar University campus. It had said that prima facie the bail condition imposed on Khan was disproportionate and sounds like a decree of a civil court. On May 10, the high court while granting interim bail to Khan directed the Rampur District Magistrate to take possession of the enemy property attached to the campus of Jauhar University by June 30, 2022, and raise a boundary wall with barbed wire around it.

It had said that on completion of the mentioned exercise of taking possession of the land to the satisfaction of the DM, Rampur, the interim bail of Khan shall be converted into regular bail. On May 19, the top court while exercising its powers under Article 142 of the Constitution granted Khan (73) interim bail in an alleged cheating case paving way for his release from prison.

Khan, who is an MLA from Rampur Sadar constituency, was lodged in the Sitapur jail of the State for more than two years. An FIR was lodged at Azem Nagar police station in Rampur against Khan and others in 2019 for alleged grabbing of enemy property and misappropriation of public money of more than hundreds of crores of rupees.
