ISLAMABAD: Following the destruction caused by recent floods in Pakistan, Prime Minister Shahbaz Sharif announced the establishment of the National Flood Response and Coordination Centre (NFRCC) on Monday. The PM presided the national flood emergency meeting with coalition parties in the federal and provincial governments, armed forces of Pakistan, and government institutions working for flood relief in the country. Chief of Army Staff (COAS) General Qamar Javed Bajwa was also present during the high-level meeting held at the PM House to review the aftermath of the monsoon flooding, alongside Naval chief Admiral M Amjad Khan Niazi, Air Chief Marshal Zaheer Ahmad Babar Sidhu, and DG ISPR Major General Babar Iftikhar. Taking to Twitter, PM Shahbaz shared that the centre — led by himself — will comprise of federal ministers, representatives of Pakistan Army, provincial chief ministers, and experts. The PM added that the  NFRCC will act as a bridge between government institutions, disaster management authorities, and donors to ensure a seamless rehabilitation process of flood affectees across Pakistan. The centre will gather information and analyse updated information to later pass on to the relevant government agencies. The command centre will also monitor rescue and relief work being carried out to restore damaged infrastructure amid severe flooding.

Heavy rain pounded much of Pakistan Friday after the government declared an emergency to deal with monsoon flooding it said had affected more than 30 million people.

The National Disaster Management Authority (NDMA) said Friday that more than 900 people had been killed this year — including 34 in the last 24 hours — as a result of the monsoon rains that began in June. Officials say this year’s floods are comparable to 2010 — the worst on record — when over 2,000 people died and nearly a fifth of the country was under water. However, the federal and provincial governments have been seeking assistance from the people of Pakistan and international donors to expedite the relief operation. Here’s a list of some of the government relief accounts where you can donate:

Prime Minister’s Relief Fund Account

The Government of Pakistan has notified the establishment of a flood relief fund, the Prime Minister’s Flood Relief Fund 2022, to provide relief and rehabilitation to the affected population due to torrential rains and flash floods in many parts of the country. The fund shall accept donations/contributions both from domestic and international sources for the aforesaid purpose. The fund will be administered by the National Disaster Management Authority (NDMA) while the Auditor General of Pakistan will maintain accounts of the fund. All commercial and microfinance banks are to open the account of the fund and can receive donations/contributions in cash, through cheques, pay orders and demand drafts, at all their branches across the country.

Donate Rs10 by sending SMS on 9999

For assistance, Pakistan Telecommunication Authority has also introduced an easy setup to donate to the PM relief account. Mobile users can donate Rs10 by typing ‘fund’ in the SMS option and sending it to 9999.

Balochistan CM opens flood relief account

A fund has been created for those affected by the flood under the direction of Balochistan Chief Minister Abdul Quddus Bizenjo. Donations can be made to any branch or office of the State Bank of Pakistan and the National Bank of Pakistan.

Provincial govt opens account in Sindh Bank

Meanwhile, the Government of Sindh has also opened an account titled ‘Sindh Flood Relief Fund’ in Sindh Bank.

ISLAMABAD:  Minister for Interior Rana Sanaullah on Tuesday said that PTI Chairperson Imran Khan can be arrested if the coalition government decides. Speaking on Geo News show "Aaj Shahzab Khanzada Kay Saath", the minister said: "If Khan is arrested, they [PTI and supporters] will not be able to do what they are threatening to do." During the show, Sanaullah said that Gill’s comments, which have landed him in jail on charges of sedition, "were not the act of an individual" and it was a move "by the party". He added that PTI’s social media wing was involved. Sanaullah said that during police inquiry, "Gill admitted that it was a written statement". The minister asked why "PTI has not apologised" for the negative propaganda on social media against martyrs of the helicopter crash. He alleged that those involved in the campaign were from PTI. Sanaullah said that Punjab is not being ruled by PTI; in fact, "it is being ruled by PML-Q and the biggest thief". “The Punjab government cannot continue this way. The internal stories we are hearing are bizzare,” he said, adding whatever is going on between PTI and PML-Q at present "will not go on in the future".

Govt focusing on enhancing exports: Miftah


Addressing Leaders in Islamabad Business Summit in Islamabad, Finance Minister Miftah Ismail has said the government is focusing on enhancing exports.

He assured to extend facilitation to the companies in exporting their products to the international market.

He stressed that every company should export at least ten percent of their products to earn valuable foreign exchange for the country.

As regards the agriculture sector, the Finance Minister said a task force has been established to address the problems faced by this productive sector of the economy. He said the country this year has so far imported 1.1 million ton of wheat. He said the money spent on import of wheat could be saved by supporting the farmers and introducing latest technology in the sector.

He said bolstering exports and agriculture will also benefit the poor segments of the society.

The Finance Minister said we will also have to create a balance in our incomes and expenditures, and have to live within our means to address the issues of budget and trade deficits.

Miftah Ismail also emphasized for promoting education in the country to register successes in different fields.

Addressing the Summit, Minister for Climate Change Sherry Rehman pointed out that climate change is impacting 9.1 percent of our GDP.

Describing climate change a national security problem, she said Pakistan will not compromise on its long term mitigation promises. However, she said we are shifting focus to adaptation to level up resources, thinking and planning to phase down climate disasters.

Govt jacks up fuel prices


The Government of Pakistan Monday jacked up the petrol price by Rs6.72 per litre for the next fortnight.

“In the wake of fluctuations in petroleum prices in the international market and exchange rate variations, the government has decided to revise the existing prices or petroleum products to pass on the impact to the consumers,” the statement released by the Finance Division read.

While the government raised the price of petrol, it slashed the price of diesel by Rs0.51.

In line with the new changes, the price of petrol will be Rs233.91 per litre, diesel will be Rs244.44 per litre, and kerosene oil will be sold for Rs199.40 per litre, and the price of light diesel oil will be Rs191.75 per litre.

The new prices will come into effect from August 16, 2022.

A day earlier, Federal Minister for Finance and Revenue Miftah Ismail said that owing to the conditions set forth for the country by the International Monetary Fund (IMF), the Government of Pakistan is not in a position to afford any petroleum subsidies.

KP Govt decides to extend summer vacations of schools till 31st August


The summer vacations of schools across Khyber Pakhtunkhwa have been extended till August 31.

According to the announcement issued by the Ministry of Education, the decision was taken in view of the increase in heat waves in the province in recent days.

The extension of holidays will be applied only to schools in hot areas.

The schools will reopen from September 1 instead of August 15. The extension of holidays will be applied to students up to matriculation.

MQM Pakistan angry again, demands federal and Sindh govt to revise policy

KARACHI: MQM-P on Sunday has expressed fury toward the federal and Sindh government again.

Speaking during a press conference, MQM’s deputy convener Wasim Akhtar has asked the federal and provincial governments of Sindh to revise the policy.

He said that the party’s Rabita Committee is gravely concerned about the lack of implementation of the agreements signed with coalition parties before the vote of no-confidence.

“The committee will announce its next action plan,” he emphasised.

The former Karachi mayor added that efforts are being made to divide MQM’s vote bank by forming "fake political parties".

“Agreements are signed with MQM, which aren’t upheld later,” he said.

It should be noted that MQM is part of the coalition government in the federation, which includes other political parties such as PML-N, PPP, and JUI.

LONDON: Former Punjab chief minister Hamza Shahbaz Saturday said all coalition government parties have unanimously decided to take PTI’s prohibited funding case to its "logical conclusion".

Speaking to journalists after meeting party supremo Nawaz Sharif, Hamza said: “The nation will hold declared Sadiq and Ameen [Imran Khan] accountable for calling others, thieves and robbers.”

“If Nawaz was disqualified for not taking salary from his son then Khan is immersed in prohibited funding from head to toe,” he added.

Regarding PTI’s demand for snap polls, Hamza stated that elections will be held as per schedule in 2023, adding that he is hopeful that his uncle will lead the election campaign of his party.

The PML-N leader, while commenting on Punjab CM’s election, said that they will not leave this matter like this and will seek justice from the court. 

“When a full court will be formed in this matter then the case will be crystal clear,” he added.

Hamza had to quit the office of CM after the Supreme Court gave its verdict on the PTI petition against the deputy speaker's ruling. Pervez Elahi of the PML-Q replaced him as Punjab CM due to the verdict.

Hamza arrived in London on a private visit on Friday and is expected to stay in the British capital for a few days. During his stay in London, the former chief minister met party supremo, Nawaz Sharif, who is there since 2019 and other family members.

The 46-year-old woman, who could not bear children anymore, was shocked to find that her stomach had started growing

Doctors from a government maternity hospital in Andhra Pradesh’s Tirupati successfully removed a tumour weighing 35 kg from a rural woman’s stomach.

A few months ago, 46-year-old Nagamma, who could not bear children anymore, was shocked when her stomach started growing. A homemaker from Poluru village, she approached doctors who diagnosed a small tumour in her stomach that they told her should be removed.

Scared of the word “surgery”, Nagamma stopped visiting the hospital. But, as days passed by, her stomach kept growing as the tumour kept increasing in size. Soon, she was unable to move due to the weight of the tumour.

At last, when she visited the hospital in Tirupati again, she was operated upon under the supervision of hospital superintendent Dr Lakshmi Susila and senior gynaecologist Dr Parthasarathi Reddy. A team of expert doctors performed the surgery on her for over an hour and removed the massive tumour from her stomach. A doctor from the team, Dr K Madhavi Tagore, said Nagamma was recovering well after the surgery.

Nawaz Sharif directs coalition govt to file reference against PTI within 48 hrs

ISLAMABAD: During a meeting with the leadership of the ruling coalition, PML-N supremo Nawaz Sharif on Wednesday directed political parties to file a Supreme Court reference against PTI within 48 hours.

According to sources, Prime Minister Shehbaz Sharif who presided the meeting in which the PML-N supremo urged that the SC be requested to have a full court hear the reference.

Nawaz added that those who create instability following the agenda of anti-national elements should receive no concession. He alleged that PTI chief Imran Khan is directly involved in CPEC’s rollback and selling Kashmir.

He asked coalition partners to take action against Khan's PTI following Election Commission of Pakistan's verdict in the foreign funding case, in which it declared the party to have received prohibited funds of foreign origin. The written verdict also stated that the PTI getting funds from some of the sources is also a violation of Pakistan's law.

Also present during the meeting, Qaumi Watan Party Chief Aftab Khan Sherpao said that the coalition government must now perform and control the increasing inflation.

Coalition parties decided to hold take to the streets against PTI across Pakistan. MQM will organise demonstrations in Karachi, while Hyderabad and Sukkur will be taken care of by the PPP.

During the meeting, it was also decided that PML-N will hold rallies against Khan’s party in Lahore, Rawalpindi and Islamabad. While those in Peshawar will be held by JUI and Pakhtunkhwa Milli Awami Party (PkMAP), and BNP Mengal will organise rallies in Quetta.

Don’t delay graft complaints against govt. officials: Delhi L-G

Graft complaints against government officials must be investigated without delay, Lieutenant-Governor Vinai Kumar Saxena said here on Tuesday while expressing displeasure over the time being taken to process such cases.

The L-G has taken a serious view of procedural lapses and delays by investigating agencies like the Anti-Corruption Branch (ACB) and the Directorate of Vigilance (DoV) in the course of investigation into complaints and cases of corruption against government officials, Raj Niwas said in a statement.

Calls for explanation

“He has called for an explanation by ACB officers concerned for all matters pending for more than one year and asked the department to furnish a list of all such cases citing reasons for pendency to his Secretariat,” it stated.

Mr. Saxena issued strict instructions to the DoV and all departments to “carefully consider” all cases and complaints referred to them for comments and examination and ensure that these are provided within a fixed timeframe “after judicious application of mind.”

While there were many cases of investigation pending since 2012-2017, the administrative departments were found to not have furnished their comments. In others, the DoV had submitted “self-contradictory recommendations” for grant of sanction.

“Advising the DoV to ensure that requests from the ACB are submitted for his consideration only after due diligence by the administrative departments against whose official the complaint has been made, the L-G has instructed that comments of the administrative department be put on record without fail,” Raj Niwas stated.

“It should be ensured that the recommendations made by the various agencies are to the farthest possible extent, not in variance of each other and are not self-contradictory which will ensure speedy disposal of cases on one hand and also ensure justice to the complainant as well as respondent,” it added.

Crop Sowing Affected in UP Due to Low Rainfall; CM Yogi Assures Govt Committed to Safeguard Farmers’ Interests

Uttar Pradesh Chief Minister Yogi Adityanath has instructed officials to keep an eye on the situation arising in the state with crop sowing being affected in 15 districts due to lesser rainfall. The UP CM has instructed departments of agriculture, irrigation, relief, and revenue, among others, to stay on alert mode.

This year, till July 31, the state has received a total of 191.8 mm of rainfall, which is less than 353.65 mm in the year 2021 and 349.85 mm in the year 2020. Meanwhile, Agra was the only district that received normal (more than 120%) rainfall.

CM Yogi Adityanath has said that the government is determined to safeguard the interests of all farmers and if needed, it will also give financial assistance to farmers to ensure that not a single farmer suffers.

Firozabad, Etah, Hathras, Kheri, Auraiya, Chitrakoot, Pratapgarh, Varanasi and Hapur received normal rainfall (80% to 120%) while downpour in Mathura, Balrampur, Lalitpur, Etawah, Bhadohi, Ambedkar Nagar, Muzaffarnagar, Ghazipur, Kannauj, Jalaun, Meerut, Sambhal, Sonbhadra, Lucknow, Saharanpur and Mirzapur have received below normal (60%-80%). There are 30 districts in the state where only 40% to 60% of the normal rainfall has been recorded while 19 districts have received less than 40 per cent rainfall. As per information, the sowing of Kharif crops has been affected in these districts.

Kanpur, Amroha, Moradabad, Gonda, Mau, Bahraich, Basti, Sant Kabir Nagar, Ghaziabad, Kaushambi, Ballia, Shravasti, Gautam Budh Nagar, Shahjahanpur, Kushinagar, Jaunpur, Kanpur Dehat, Farrukhabad and Rampur received only 40% of the rainfall as compared to normal. CM Yogi has instructed that special attention should be given to these districts.

The rainy season usually starts in Uttar Pradesh by June 15 and continues till September 15. Rainfall ensures the prosperity of agriculture. The monsoon is not normal this time. However, along with irrigation from natural rainwater, the irrigation facility has been improved by the government with the expansion of canals, and tube wells. Rampur has received only 18% of the rainfall as compared to normal, but till now 98% of the Kharif crop seeds have been sown here.

According to the meteorologists, the rainfall conditions will be normal in August and September. There are 15 districts where crop sowing is less than 75% of the target.

The UP Government has asked various departments including Agriculture, Irrigation, Relief, and Revenue-related departments to stay in alert mode. The departments have been asked to maintain continuous communication with farmers through Krishi Vigyan Kendras, agricultural universities and agricultural scientists in each district.

Govt decreases petrol price - SUCH TV


Finance Minister Miftah Ismail on Sunday announced a reduction in price of petrol by Rs 3.05 per litre and a hike of Rs8.95 in price of diesel.

Following the changes in the prices, petrol will now be available for Rs227.19 per litre. Previously, petrol was being sold in the country for Rs230.34 per litre.

On the other hand, kerosene oil, which was previously available for Rs196.45 per litre, will now be sold for Rs201.07 per litre following an increase of Rs4.62.

Light diesel oil registered a slight decrease of Rs0.12, after which it will be sold for Rs191.32 per litre as against the previous rate of Rs191.44 per litre.

According to the notification, the changes were introduced following a reduction in the prices of petroleum products in the international market.

The Election Commission of Pakistan (ECP) on Sunday decried the "misleading propaganda" being carried out regarding some decisions and events and clarified that the body has "not allowed any government to interfere in the electoral process."

According to a statement issued by the commission's spokesperson, propaganda was being spread against the ECP regarding the issue of secret balloting in the Senate election.

He said that Article 226 of the Constitution has clearly stated which election shall be conducted following the process of secret balloting, therefore, the commission could not be declared guilty of violating the Constitution.

The spokesperson, in the statement, said that news regarding the ECP refusing to issue the notification about PPP Senator Yusuf Raza Gilani being the winner of the Islamabad general seat for Senate at the request of the PTI was also part of propaganda.

"Why wouldn't Gilani be not notified when the results were issued after the voting in the National Assembly? What would be the legal justification for withholding the notification of any winning candidate?" the spokesperson asked, adding that the ECP taking action against PPP's Ali Musa Gilani was also based on propaganda.

The spokesperson further said that the way elections were rigged during the Daska by-election has been unprecedented, adding that since two high-level inquiries proved that the presiding officers were kidnapped, while the police and the administration revealed surprising facts about the rigging in their statements, then the ECP's decision to reorder polling was justified. 

The ECP spokesperson maintained that 80% of the successful candidates were not from the ruling party in all the by-elections, while the body did not allow any government to interfere in the electoral process.

"The government was not allowed to interfere in the by-elections of 20 constituencies of Punjab as the ECP had sent out a clear message that if anything of that sort happened, strict action would be taken," he said, adding that improved security deterred gunmen and outside meddlers during the election because of which all political parties accepted the election results.

Regarding the introduction of electronic voting machines (EVMs) in the polls, the spokesperson said that only two countries in the world, India and Brazil, were using EVMs at the moment.

"Both countries took 22 to 25 years to adopt this system, respectively. Elections are held at different times in Indian states," he said. "ECP officials also met with the Brazilian ambassador to discuss the issue, and he said that it would be a 'miracle for the EVMs system to be used in Pakistan by October 2023 elections'".

He further stated that the ECP was currently working on EVMs as well as finding a mechanism to allow overseas Pakistanis to cast their votes in future elections.

In this regard, the spokesperson said that the report of the system made by the National Database and Registration Authority (NADRA) for overseas voting has been submitted to the Parliament under the order of the Supreme Court, but to date, no discussion could be held on that.

The government also got the system audited by an international firm, he said, adding that the then secretary of the Information and Technology department and representatives of the international firm briefed the commission.

According to the briefing, if the system created by NADRA was employed, the election would be "suspicious and controversial".

"Should the ECP adopt the system which experts and government representatives have such opinions about?" he questioned. 

The spokesperson further said that PTI's Faisal Vawda's case was under hearing in the Supreme Court, so any comment regarding that would not be appropriate.

Govt demands 'immediate' announcement of verdict in PTI's foreign funding case

ISLAMABAD:  The coalition government Thursday reiterated its demand, urging the Election Commission of Pakistan  (ECP) to issue the verdict on PTI's "foreign funding" case — which has been pending since 2014.

PTI's founding member Akbar S Babar had filed the case in 2014, alleging that the party received foreign funding and the ECP, on June 21, reserved the verdict in the case.

Taking to his Twitter handle, Prime Minister Shehbaz Sharif said the foreign funding case is an example of "how ladla (blue-eyed boy) was being protected".

The premier wrote: “[Nawaz Sharif] was convicted for not taking a salary, 'Ladla' is untouchable. Eight years on, the decision is still elusive.”

He further mentioned that in order to stop the foreign funding case, Khan filed nine writ petitions in the Islamabad High Court and got 50 adjournments.

Meanwhile,  while addressing a press conference in the federal capital flanked by State Minister for Petroleum Musadik Malik, Adviser to Prime Minister on Kashmir Affairs Qamar Zaman Kaira also questioned the delay in the announcement of the verdict.

“We don’t want to head towards a clash between institutions; however, people are waiting for the verdict which has been reserved,” he said, emphasising that the decision should be announced as soon as possible.

'Delay incomprehensible'

Meanwhile, Interior Minister Rana Sanaullah also took to his Twitter to urge ECP to “immediately” announce the verdict of the foreign funding case.

“PTI Lawyers resorted to delaying tactics for eight years by filing nine writ petitions during the proceedings but now the decision is already reserved,” he wrote, adding that a further delay is “incomprehensible”.

The PTI hid funds worth millions of rupees from the ECP, the report of an ECP scrutiny committee probing the party's funds revealed on January 4.

The report stated that the PTI provided "false information" regarding the party's funding to the ECP. It said that the State Bank of Pakistan (SBP's) bank statement revealed that the party had received Rs1.64 billion in funding.

According to the report, the party did not disclose funding worth more than Rs310 million to the ECP.

The scrutiny committee was formed in 2019 to audit foreign funding received by the PTI.

PTI Chairman Imran Khan on Wednesday said that the government tried everything to defeat the PTI in the Punjab by-elections.

During a televised address to the public, Khan claimed that PML-N leader Hamza Shehbaz and the Election Commission of Pakistan (ECP) worked in connivance to defeat his party in the by-polls.

“First of all, Hamza was illegally imposed on us,” he alleged, adding that despite being refrained by the SC from using state machinery and administration for personal gains, the PML-N leader used it to rig elections in the province.

He accused the ECP of collaborating with Hamza and termed his party’s victory a “miracle”.

“A new history is being written,” he said, claiming the win came after the public stepped out to cast votes for the PTI.

The former premier added that the coalition government “disrespected the public”, considering them “sheep and goats” and tried imposing “corrupt people” on them.

Recalling the announcement of the "Azadi March" by the PTI on May 25, Khan said that the coalition government created obstacles for those stepping out to support the “Haqeeqi Azaadi”.

“Today, I want to thank the Almighty that despite all the impediments, people came out to show support rather than staying at home out of fear,” he said, adding that he was happy to see Pakistanis now turning into a nation.

He added, “throughout my life, I have witnessed such enthusiasm only once before and that was during the 1965 war; at that time, everybody thought that the nation was fighting. And now, I saw the same enthusiasm among the masses during the by-polls in the 20 constituencies of Punjab.”

In his address, he also thanked the public for showing their support and taking to the streets in celebration last night following the Supreme Court's verdict in favour of the PTI.

The SC declared Pervez Elahi as the new chief minister of Punjab after removing PML-N's Hamza Shahbaz from office.

Govt decides to enhance surveillance for monkeypox


The government has decided to increase surveillance in the country after the World Health Organization declared the monkeypox outbreak a global health emergency.

In a statement, Minister for National Health Services Abdul Qadir Patel said all national and provincial health authorities have been advised to remain on high alert for any suspected case of monkeypox.

He said the government has started taking effective measures to prevent the disease.

The Minister said the government will continue its work as per guidelines of the WHO and the recommendations on the basis of international health regulations will be fully implemented in the country.

He said instructions have been issued to stakeholders, especially border health services of the Central Health Establishment for strict monitoring at all points of entry in the country.

Telangana: State govt. asks rice mills to reopen in two days

The State government has asked rice millers and Civil Supplies officials to ensure the launch of full-scale milling operations in two days, now that the Centre has agreed to buy custom milled rice.

Where workers have left due to closure of mills after the Centre suspended custom milling of rice since July 7, the owners were asked to overcome the handicap immediately.

The instructions were issued by Civil Supplies Minister Gangula Kamalakar at a meeting on Friday. The Minister urged the General Manager of Food Corporation of India to step up movement of rail rakes to facilitate quick disposal of stocks.

Meanwhile, the rice millers’ association was wary about milling paddy cultivated in the last rabi season because the stocks were soaked in rainwater and will not meet the Fair Average Quality norms of FCI for payment of selling price. It will not be remunerative for millers even if the rice was tested to determine the quantity of broken rice and fix payment of compensation accordingly.

As the mills were packed with paddy of kharif last year pending milling, the owners had stored the stocks of rabi under protective covers in open spaces. However, a large quantity was exposed to the rains. If milled, the yield of raw rice from it will not amount to even 25%. Therefore, this stock was best for boiled rice which, however, will not be purchased by the FCI. The association favoured sale of the entire quantity of 50 lakh tonnes of paddy produced in rabi by e-tendering.
