California teen killed, adult male injured in stabbing, police say

A California teen was killed and another injured in a stabbing early Saturday morning, according to a police report. 

Officers with the San Jose Police Department responded to the area of Quimby Road and Caraston Way around 1:36 a.m. Saturday on a report of a stabbing.

Officers found two males – a 16-year-old and an adult – each suffering from at least one stab wound, police said in a press release. The 16-year-old had a life-threatening injury, and the adult had a non-life-threatening injury, police said. Both were transported to local hospitals, where the male juvenile succumbed to his injury and was pronounced deceased.  UK POLICE ARREST TWO MEN IN CONNECTION WITH MURDER OF 9-YEAR-OLD GIRL, RELEASE THEM ON BAIL The Santa Clara County Coroner’s Office will release the victim’s identity after notifying next of kin, police said.  Neighbors who lived nearby told KTVU they heard loud commotion outside, but didn’t know who was yelling or what it was about.  The motive and circumstances of the stabbing are still being investigated, police said. California bans the sale of new gas-powered cars by 2035

California, the country's most populous state and the center of U.S. car culture, is banning the sale of new gasoline-powered vehicles starting in 2035, marking a historic step in the state's battle against climate change. The rule, issued by the California Air Resources Board on Thursday, will force automakers to speed up production of cleaner vehicles beginning in 2026 until sales of only zero-emission cars, pickup trucks and SUVs are allowed in the state. The unanimous vote comes after Gov. Gavin Newsom set a target in 2020 to accelerate the shift away from internal combustion engines. The transportation sector represents the largest source of greenhouse gas emissions in California, which has suffered from record-breaking wildfires, droughts and air pollution worsened by climate change. The decision is expected to have sweeping impacts beyond California and will likely pave the way for other states to follow suit. At least 15 states, including New Jersey, New York and Pennsylvania, have adopted California's vehicle standards on previous clean-car rules. Liane Randolph, chair of the California Air Resources Board, said the rule is one of the state's most important efforts yet to clean the air and will lead to a 50% reduction in pollution from cars and light trucks by 2040. The policy will not ban people from continuing to drive gas cars or from buying and selling them on the used market after 2035. The rule will also allow automakers to sell up to 20% plug-in hybrids, which have gas engines, by 2035. But the rule does phase out such vehicles over time, requiring 35% of total new vehicle sales to be powered by batteries or hydrogen by 2026 and 68% by 2030. More than 16% of new cars sold in California in 2022 were zero-emissions vehicles, the state said, up from 12.41% in 2021 and 7.78% in 2020. "California is once again leading the way by establishing commonsense standards that will transition to sales of all zero-polluting cars and light-duty trucks in the state," said Kathy Harris, clean vehicles advocate at the Natural Resources Defense Council.

California, home to congested freeways and the smog-filled skies over Los Angeles, has considerable authority over the country's auto industry. A federal waiver under the Clean Air Act allows the state to adopt stronger fuel economy standards than those of the federal government and it has set the precedent for the rest of the country on how to curb vehicle emissions.  California's ability to control vehicle emissions has spurred innovations like catalytic converters that convert toxic gases and pollutants in exhaust gas into less-toxic pollutants, as well as "check engine" lights. The state established the nation's first tailpipe emissions standards in 1966. The Trump administration in 2019 revoked California's authority to regulate its own air quality, but the Biden administration restored that authority earlier this year. State officials said the rule is critical to meeting the state's goal of transitioning to 100% renewable energy by 2045, adding that resulting emissions declines would lead to fewer cardiopulmonary deaths and improved health for those suffering from asthma and other illnesses.

However, meeting the timeline will face challenges, including installing enough charging stations across the state and having adequate access to materials needed to make batteries for electric vehicles. John Bozzella, president and CEO of the Alliance for Automotive Innovation, which represents major automakers, said California's mandate would be "extremely challenging" for automakers to meet. "Whether or not these requirements are realistic or achievable is directly linked to external factors like inflation, charging and fuel infrastructure, supply chains, labor, critical mineral availability and pricing, and the ongoing semiconductor shortage," Bozzella said in a statement. "These are complex, intertwined and global issues." The rule comes after President Joe Biden signed the Inflation Reduction Act earlier this month, which provides funding for electric vehicle tax credits and clean vehicle manufacturing facilities. The Biden administration also issued new nationwide limits on tailpipe emissions last year for new cars and light trucks made through 2026. Environmental groups praised the decision on Thursday, though some argued that the board needed to set even tougher targets to meet the urgency of the climate crisis. Some groups had previous urged the board to impose a rule to achieve 100% zero-emission vehicle sales by 2030, five years earlier than the actual regulation. "This rule needed to match the urgency of the climate crisis and instead leaves Californians making sputtering progress in the slow lane," Scott Hochberg, an attorney at the Center for Biological Diversity's Climate Law Institute, said in a statement. "California needs to act strongly on gas-powered cars instead of ignoring them, and shift to EVs much sooner or watch our climate stability slip away," Hochberg said. Daniel Barad, California senior policy advocate at Sierra Club, said in a statement that the rule is "a major step towards breathable air in California communities, and will be critical for the state to meet its climate goals and emission reduction targets."

"Other states should move swiftly to join California and adopt this life saving rule, which will improve air quality and help slow the climate crisis," Barad said.

Kiely Rodni case: California sex offender arrested on unrelated charge as result of search for missing girl

Two weeks after the suspicious disappearance and possible abduction of California 16-year-old Kiely Rodni, the investigation led to the arrest of a local sex offender on unrelated charges, police say.

"The operation, which occurred on Thursday, Aug. 18, resulted in several sex registrants being found in violation of their terms, with one arrest being made and criminal charges to be filed on another," the Placer County Sheriff’s Office announced Friday morning. "The Truckee Police Department routinely conducts similar sweeps and is committed to aggressively pursuing prosecution of those offenders found to be out of compliance with any probation or parole terms."

Rodni’s unsolved disappearance prompted the compliance checks, but the arrests were not directly related to her case, according to investigators. Truckee police did not immediately respond to a request for more information about the arrested suspect.

Across state lines in nearby Incline, Nevada, deputies performed a similar check on a sex offender Wednesday but said it had no connection to Rodni’s disappearance. Back in California, a mutli-agency task force investigating the girl's case is also asking additional witnesses to come forward.

Rodni was last seen at an outdoor party within the Tahoe National Forest that stretched from the evening of Aug. 5 into Aug. 6. 

The 16-year-old early high school graduate was drinking and "partying" with friends and was likely too inebriated to drive, one partygoer, 18-year-old Sami Smith, told Fox News Digital.

There were about 200 to 300 people in attendance, mostly juveniles and young adults, according to the Place County Sheriff’s Office.

Of those, detectives have interviewed between a third and half of them, according to Angela Musallam, the sheriff’s public information officer.

"Although our detectives have interviewed over 100 partygoers, they would still like some more cooperation," she told Fox News Digital Friday.

Investigators have still not been able to speak with anyone who actually saw Rodni leaving, and the sheriff’s office is asking for anyone who has not yet spoken with detectives to do so. Authorities are also asking for people to continue submitting tips, including videos and photos taken at the party. 

Rodni texted her mother around midnight saying she was headed home. At 12:33 a.m. on Aug. 6, her phone last pinged near the site of the party, a clearing in the woods between the Prosser Family Campground and Prosser Creek Reservoir outside Truckee, California.

More than a week of searches focused on the immediate and surrounding areas turned up no signs of Rodni. Her vehicle, a silver 2013 Honda CRV with a ram head sticker under the rear windshield wiper, is also unaccounted for, police say.

The party also included visitors from out of town, and Musallam said that "the majority of them" have been identified.

Investigators said Monday they were scaling down the massive search effort, which involved days of aerial surveillance and dive teams, to a task force-based investigation.

Rodni is described as 5 feet, 7 inches tall and about 118 pounds. She has blonde hair and hazel eyes. She has a tattoo on her ribs of the number "17." She has a nose ring and several other piercings and was wearing three gold necklaces the night she went missing, according to her friends.

She was wearing green Dickies pants, a black studded belt and a black spaghetti-strap bodysuit, according to authorities. And she was seen on video in a pink and white hoodie reading "ODD FUTURE" earlier on Aug. 5. She may have also been in possession of a dark gray hoodie with Lana Del Rey lyrics.

There is a $75,000 reward for information leading to her whereabouts.

California appeals court rejects COVID-19 fines for church

SAN J0SE, Calif. -- A California church that defied safety regulations during the COVID-19 pandemic by holding large religious services won't have to pay about $200,000 in fines, a state appeals court ruled.

Calvary Chapel San Jose and its pastors were held in contempt of court and fined in 2020 and 2021 for violating state and county limits on indoor public gatherings. The rules were aimed at preventing the spread through close contract of the virus, which has caused more than 10 million confirmed cases and more than 93,500 deaths since the pandemic began in mid-2020, according to state public health figures.

But on Monday, California's 6th District Court of Appeal reversed those lower court decisions, citing a May 2020 ruling by the U.S. Supreme Court in February 2021 that a ban by Gov. Gavin Newsom on indoor worship services in counties where COVID-19 was surging violated freedom of religion.

The decision by a newly conservative majority court came less than a year after the high court previously ruled the ban was justified on health and safety grounds.

The appellate court noted that the restrictions on indoor gatherings also applied to secular gatherings but were stricter for worship services than for secular activities such as going to grocery stores.

The ruling “is a great win for the sake of liberty and displays the justification for the courage shown by this church" and its pastors, Robert Tyler, a lawyer for the church, told the San Francisco Chronicle.

Despite the ruling, Santa Clara County said it will continue to seek $2.3 million in penalties against the church for violating other COVID-19 rules that weren't affected by the decision, such as requiring face masks during services in late 2020.

“Calvary did not dispute the fact of its numerous and serious violations during the height of the pandemic and before vaccinations were available," a county statement said. “We will continue to hold Calvary accountable for putting our community’s health and safety at risk.”

Kiely Rodni: California police 'modifying' search effort next week as few signs of missing teen emerge

The search for missing 16-year-old Kiely Rodni will be scaled down to a "task force"-based investigation next week, California investigators said Monday, 10 days after the teen vanished under disturbing circumstances.

"We are still looking for any clues, videos, tips, any information to help us to put pieces together and help us to direct where we're going and how we're going to continue to do a search," Capt. Sam Brown, of the Nevada County Sheriff's Office, said during a Monday news briefing. "We are moving into a more limited but continuous search and rescue effort."

He said the massive interagency search effort has put in more than 9,000 man-hours since Rodni was reported missing on Aug. 6.

"Our biggest problem is where do we go, and how do we keep sustaining this?" he added.

The search started last week in the immediate area of where the girl's phone had last pinged, near the Prosser Creek Reservoir, and has steadily expanded outward. Police have been unable to locate the girl, her SUV or any other signs.

And they say they have still not found anyone who actually saw Rodni leaving the area before she went missing. They are asking for anyone who may have taken photos or videos to share them with investigators.

"I'd like to say that we're putting the pedal down, that we are continuing to work this week, and that after this week we will be modifying things to a task force style," said Lt. Josh Barnhart, of the Placer County Sheriff's Office. "That means our resources will continue to move forward, but in somewhat of a different manner."

The FBI has partnered with local detectives to conduct interviews with people at the party and residents who live nearby, and the public has largely been cooperative, Barnhart said.

"I would say for the most part, everyone has been very cooperative," he said.

Detectives have also overcome earlier resistance from at least one parent who allegedly told their children, who had attended the party, not to aid in the investigation.

"Many people have come forward and given us information, but we haven't run into very large roadblocks and people not wanting to give us information," Barnhart said. "I think [that] was probably an isolated incident that we were able to get past."

Rodni, who was last seen at a packed outdoor party with hundreds of other young people just after midnight on Aug. 6, has an outdoorsy upbringing and strong resolve, according to Cassie Hebel, a family friend and spokesperson.

"She has more than the survival skills to make it back," she said Monday. "She was raised in a family where they know how to survive in the outback, in the ‘Back 40’ as I like to say. That is where she was raised."

The party, near the Prosser Family Campground in the Tahoe National Forest, involved between 200 and 300 juveniles and young adults, according to the Placer County Sheriff’s Office. There was suspected use of drugs and alcohol, and Rodni’s friend told Fox News Digital last week the girl was likely too drunk to have attempted driving.

Angela Musallam, a spokesperson for the Placer County Sheriff’s Office, said during a Monday news briefing investigators were not ready to release the photo.
Separately, she told Fox News Digital, it contains no person of interest. She declined to discuss the video further, citing the open comment investigation.

At 16, Rodni had a full driver’s license and a silver 2013 Honda CRV, which is also missing, Hebel said Monday. She graduated high school early and with honors and hoped to study pediatric orthopedics and music in college. Her 17th birthday is next month.

The car has a ram head sticker under the rear windshield wiper, according to police. Hebel said it has no particular significance other than being an identifying characteristic, and it may have been on the car already when Rodni acquired it.

Thousands evacuated as 'explosive' California wildfire widens

A fierce California wildfire has expanded burning several thousand acres and forcing evacuations, as tens of millions of Americans sweltered through scorching heat with already record-setting temperatures due to climb even further.

More than 2,000 firefighters backed by 17 helicopters have been deployed against the Oak Fire, which broke out Friday near Yosemite National Park, the California Department of Forestry and Fire Protection (CAL FIRE) said in a report on Sunday.

But two days after it began the blaze had already consumed more than 14,200 acres and remained zero percent contained, the report said, adding that heat combined with low humidity would "hamper" efforts on Sunday.

"Extreme drought conditions have lead to critical fuel moisture levels," according CAL FIRE's report.

'Explosive' fire

Described as "explosive" by officials, the blaze has left ashes, gutted vehicles and twisted remains of properties in its wake, as emergency personnel worked to evacuate residents and protect structures in its path.

It has already destroyed 10 properties and damaged five others, with thousands more threatened.

More than 6,000 people had been evacuated, said Hector Vasquez, a CAL FIRE official.

"It was scary when we left because we were getting ashes on us but we had such a visual of this billowing. It just seemed like it was above our house and coming our way really quickly," one woman who had to be evacuated, Lynda Reynolds-Brown, told local news station KCRA.

California Governor Gavin Newsom on Saturday declared a state of emergency in Mariposa County, citing "conditions of extreme peril to the safety of persons and property."

In recent years, California and other parts of the western United States have been ravaged by huge and fast-moving wildfires, driven by years of drought and a warming climate.

Gore blasts 'inaction'

Evidence of global heating could be seen elsewhere in the country, as 85 million Americans in more than a dozen states were under a weekend heat advisory.

The crisis prompted former vice president Al Gore, a tireless climate advocate, to issue stark warnings Sunday about "inaction" by US lawmakers.

Asked whether he believes US President Joe Biden should declare a climate emergency, as Biden has said he soon might, Gore was blunt.

"Mother Nature has already declared it a global emergency," he told ABC News talk show "This Week."

And "it's due to get much, much worse, and quickly," he said on NBC.

But he also suggested that recent crises, including deadly heat waves in Europe, could serve as a wake-up call for members of Congress who have so far refused to embrace efforts to combat climate change.

The worst wildfire season on record in California was in 2020, in terms of total acreage burned, with more than 4 million acres and over 10,000 homes and other structures destroyed. At least 33 lives were lost. Over 10 million acres went up in flames across several Western states.
